Employee Benefits

The Clerk works with Orange County officials to provide a competitive package of employee benefit programs for all eligible employees.

Complete and official details of insurance and payroll plans are contained in materials which employees receive on their first day of work. These descriptions are only brief summaries for your general information. Contact a Human Resources representative for more details.

Our group health insurance program may be continued if you leave the company under circumstances described by a federal law referred to as COBRA, or the Consolidated Omnibus Budget Reconciliation Act. You and your spouse will receive a detailed explanation of this privilege upon termination.

The existence of these employee benefits and plans, in and of themselves, does not signify that an employee will be employed for the requisite time necessary to qualify for all benefits and plans.

Group Insurance

The Clerk makes available and pays a portion of the cost of a health, dental, vision life insurance, and disability program for employees and their dependents. Benefits become effective on the first day of employment. For more details and official terms of these plans, refer to the information you received on your first day of work; or contact a Human Resources representative. These plans are subject to contractual agreements between Orange County and private insurance companies and may change at any time. You will be notified of any changes. Remember that you are responsible for notifying a Human Resources representative of any changes in status, such as your marital status, that may affect your benefits.

Health Insurance

You have your choice of several plans administered by United Healthcare Insurance Company. Soon after enrollment, you and each of your covered dependents will receive an identification card and a certificate describing your rights and responsibilities under the plan.

Dental Insurance

Dental coverage is available at your option through Standard.

Vision Care

You may elect an eye care plan offered by the Vision Service Plan.

Life Insurance

You will receive term life insurance equal to your annual salary, not to exceed $125,000. Accidental Death and Dismemberment Insurance is included in this policy at two times your salary. The Clerk of Courts provides this basic coverage, and you may purchase additional coverage for yourself or your family members.

Long-Term Disability Insurance

The Clerk of Courts provides at no cost to you, an amount equal to 60% of your salary to a monthly maximum of $5,000 upon completion of a 180 day elimination period.  You have the option of buying down the elimination period to 90 or 60 days.

Pension Plan

The Clerk operates under the provisions of the State of Florida Retirement System. Under the plan, the Clerk pays each employee's retirement contribution in full.

Deferred Compensation Program

To help employees supplement their retirement income, two voluntary deferred compensation plans are available to employees. This program permits employees to defer a certain portion of their earnings on a pre-tax basis. While these plans offer important savings and tax advantages, other aspects require careful consideration. A Human Resources representative can put you in touch with advisors from either plan to learn more about deferred compensation.

Workers' Compensation

The Clerk carries insurance to cover the cost of work-incurred injury or illness. Orange County Risk Management coordinates our workers' compensation program. Benefits help pay for your medical treatment and part of any income you may lose while recovering. Specific benefits are prescribed by law depending on the circumstances of each case. To be assured of maximum coverage, work-related accidents must be reported immediately to your division manager. You and your manager will file a Notice of Injury form to notify Risk Management and the Worker’s Compensation carrier of any work-induced injury. Consult your manager if you have further questions about your work responsibilities while receiving worker's compensation benefits.

Absences from Work

Vacation Accrual

Our vacation plan is designed to provide employees with the opportunity to rest and get away from the everyday routine. New employees accrue vacation leave for each hour worked at a rate of .0693 per hour. You may accumulate about three and one-half weeks of vacation time during your first year of employment.

Holiday Pay

In general, we observe the following holidays:

  • New Year's Day
  • Martin Luther King, Jr. Day
  • Spring Holiday (Good Friday)
  • Memorial Day
  • Independence Day
  • Labor Day
  • Yom Kippur
  • Veterans Day
  • Thanksgiving Day
  • The day after Thanksgiving Day
  • Christmas Eve Day, and
  • Christmas Day

Sick Leave

Sick leave is provided to employees to cover absences from work due to an illness or injury. Employees accumulate .0231 of an hour of sick leave eligibility for each hour worked in the pay period. You may accumulate about six days of sick leave in one year based on an 80-hour pay period.

Leave of Absence with Pay

Bereavement

In the event of death in your immediate family, you may have time needed up to five working days, with pay, to handle family affairs and attend the funeral. "Immediate family" is defined as: current spouse, children, parents, grandparents, grandchildren, brothers, sisters, mother-in-law, daughter-in-law, son-in-law, stepparents, stepchildren, or legal guardian.

Jury Duty

So that you may serve on a jury without loss of earnings, the Clerk will pay your normal earnings for the period of jury service. You must, however, sign over to the Clerk any court payments received for jury service. Please contact your manager promptly after receiving notification to appear.

Time Off to Vote

Voting polls are open from 7:00 a.m. to 7:00 p.m. on election day. If you need additional time to vote, up to one hour with pay will be given to you at the beginning or end of the day. You must request the time from your manager prior to election day and may be required to verify your eligibility to vote and the reason you are unable to vote outside your working hours.

Family and Medical Leave

One type of leave mandated by the federal government is the Family Medical Leave Act (FMLA). Eligible employees may be granted up to 12 weeks of leave per 12-month period for the following: the birth or placement of a child; the employee's serious health condition; or the serious health condition of a spouse, child or parent of the employee. You must first use all of your accrued vacation and sick leave when granted a leave of absence under FMLA. The remainder of your leave period will be unpaid.

Maternity Leave

Federal law treats pregnancy as a temporary illness. The Family and Medical Leave Act guarantees that an employee may take up to 12 weeks off from work because of childbirth. Maternity leave may be charged to any combination of sick leave, vacation leave, or leave of absence without pay. The period of absence is determined on a case-by case basis, depending on the physical nature of the employees' work, the needs of the Clerk's organization, and the results of professional medical guidance.
